How do I enable Dispatcher Console?

I'm interested to see if it has been already made available on Field Service Lightning?

To have the dispatcher console you need to contact your salesforce regional account executive. Or you can raise a case with SF support they will help you. It is not available for everyone.

Have you tried assigning "FSL Dispatcher License" and "FSL Dispatcher Permissions" permission set? If no, then do now it will resolve your issue. Let me know if you still not able to get Dispatcher Console.

I have installed FSL managed package, but in permission set assignments I am not seeing any FSL permission sets to assign myself. Please help. I am system admin doing it in personal dev org.

I just hit the same problem, here is my solution.
Assign your self the license under "Permission Sets":

You assign the licence by clicking on "Manage Assignment" and adding your user (have to be done for every licence you need):
