Enabling a Permission set

Hi -
I'm trying to follow the instructions on this page:
https://developer.salesforce.com/docs/atlas.en-us.eclipse.meta/eclipse/debugger_perm_set.htm
And I'm getting stuck on step 8 "Enable the Debug Apex permission." I don't see the permission set I created in the list, so I can't enable it. Any suggestions? Thanks.

OK, I did that (thanks, Mahesh). Now, when I am following the instructions on this page:
https://developer.salesforce.com/docs/atlas.en-us.eclipse.meta/eclipse/debugger_test_your_setup.htm
and attempt step 10, I get this error:
Encountered an error executing remote command
Your Salesforce org doesn't have the permission to debug Apex.

Is there another permission I need to set, perhaps?

I'm facing the similar issue.I get the error 'Encountered an error executing remote command
Your user doesn't have the permission to debug Apex.' when I try to add debug in eclipse FORCE.com IDE
