"Exceed the number of apps allowed by the user license."

I'm running through the Configuring a Salesforce Console lesson in the Service Cloud Basics module and when trying to add the sample console as part of the lesson, I keep getting the same error:
"Can't complete this operation because it would exceed the number of apps allowed by the user license."

I don't have any console apps currently installed and am operating under the developer license granted through the VetForce program.  Any ideas how to resolve?

What I would do is spin up a new developer instance and continue with that.  I have found that the more modules I do the more "crowded" the instance becomes and it's just easier to start with a clean instance.  If you follow these directions [1] you can have a new developer instance to work out of and still keep all of your trailhead badges in one place.

Has anyone figured this out?  I am getting the same error mesage as @joepollard, and @pcon's resolution isn't working for me?

I encountererd the same error and after granting Visibility to just the System Administrator Profile, I can see the Console

Like Joe and Praveen, I encountered the same problem when trying to create a console app as a system admin. I solved the issue by modifying the console visibility settings to profiles. Apparently the error would occur if a profile without permission to access service cloud is granted accessibility to the console app.
