Force.com plugin not showing in Eclipse

I have installed the Force.com plugin but it does not show up in the list of Perspectives under Other. 

I edited the eclipse.ini as per the htird problem scenario on this page:

https://developer.salesforce.com/page/Force.com_IDE_Installation

Can anyone tell me how I can get this to show up?

I have tried both Kepler and Luna versions of Eclipse. I am using Java 6
