How to create Trailhead Partner Developer Edition

The Packaging an ISV App challenge specifies that you need a Partner Developer Edition to complete it.  However, if you don't have one, it tells you to go back to Creating and Managing ISV Development Orgs to create one.  However, I can't find on that module where it tells you to how to get a PARTNER Developer org.  I created a fresh org as it suggested to create the My Domain, but don't see anything for the Enviroment Hub.

Step 1: Sign up for the Partner Program The first step is to sign up for the AppExchange Partner Program.
In your browser, go to https://partners.salesforce.com and click Join Now. Note The signup process may vary according to the region or country. Please follow the instructions provided during signup.
Fill in the fields about you and your company. Select the first option: Independent Software Vendor (ISV). Click Submit Registration. In a moment you’ll receive a confirmation, followed by an email welcoming you the AppExchange Partner Program and including login credentials. You’ll receive a separate email with login credentials for the Partner Portal.
Congratulations, you're now part of the Salesforce ISV Partner Program! Click the link to the Partner Community (https://partners.salesforce.com) and log in. Bookmark this page; you'll be using it a lot.

Step 2: Generate Development and Test Environments In order to build and sell apps on the Force.com platform, you need different environments for different tasks. We call these environments organizations, or orgs for short. Getting the necessary orgs is easy through the Partner Portal. The first org you need is a Partner Developer Edition organization, which is where you'll do your development and eventually package your application. If you already have a Developer Edition organization, you should still sign up for Partner Developer Edition, because it allows more data storage, licenses, and users.

Sign Up for the ISV Partner Program
Join the ISV Partner Program in the Partner Community. The best part: It’s easy and free.
1) Go to partnersignup.salesforce.com.
2) Click Get Started.
3) Request an ISV Partner Program account.

If you already have a Salesforce account, choose Log In with Salesforce [1].
  • Enter your login credentials. If you have multiple Salesforce accounts, log in with the username that you use most often in your day-to-day work. You can use most Salesforce accounts, including those associated with any CRM edition org, a Developer Edition org, or a trial org. Don’t log in using an account associated with a sandbox.
  • Click the login button
Environment Hub
If you used an existing Salesforce account to join the ISV Partner Program, no problem—we can add ISV tools to your existing Salesforce org. We start with the Environment Hub because it’s the first tool you use. Later on, you get access to the other tools you need.
  1. Go to partners.salesforce.com.
  2. Log in to the Partner Community using the credentials you used to sign up for the ISV Partner Program.
  3. Go to the Support tab.
  4. Choose New Case.
  5. Choose Environment Hub, and then choose Create a New Case.
  6. Fill in the fields.
