Hi Abdul,
Go to: Set Up> Manage Users> Users
From the List of Users Find that user (Guest) and Edit
User-added image
Now Save the record.

Every developer edition org should have two salesforce licenses and both of them can have the System Administrator profile. If you already used both then Please try to deactive other System admin user and then try to change profile of your Guest User.

1) First check all admin user in your org (Set Up> Manage Users> Users )
2) Then deactivate the other admin user
3) Then try to create new user. You will able to see Salesforce license in drop down.
