Your Developer Edition comes with a System Administrator user. Create a new user using the System Administrator profile and then deactivate that user to preserve the licenses in your org.

NOTE:- Every developer edition org should have two salesforce licenses and both of them can have the System Administrator profile.

You have to create new user with salesforce licenses and select profile as system administrator for new guest user.
setup --> manageuser -->User-->  New user --> select  user license as salesforce and profile as system administrator

To deactivate the existind admin user goto 
setup --> manageuser -->User--> click edit new to existing admin user and uncheck the Active button

Did you assign the System Administrator profile to your user?

1. You need to the Set the User License to Salesforce.
2. Now change the Profile to be System Administrator.
3. Then proceed with the rest of the steps.
