Hi Narasimha,
The Domain https://test.salesforce.com/ is a custom domain for a Salesforce Sandbox (Already existing Salesforce Org)
1) One can Login if he/she has Credentails. (User is Created by Admin of Salesforce Org)
2) Sandboxes are Ceated from Salesforce Orgs.

You can create a Salesforce developer acccount from the link below.
