Click on  compact layout Assinment  --> edit Assinment --> change system default layout to Phone and Email  and check again

I received this same error after I was certain I did this correctly and after looking into it, it seems several others had a similar problem. I was logged into the wrong hands on org. Doh! At least I wasn't the only one...If you believe you completed this correctly, I would double check which developer account you are logged into just to be sure that's not the problem.
