Error Site Publisher Privileges

Dear ladies and gentleman,

I'm receiving the following error message while trying to deploy the Community from Sandbox into Production Org:

XXXXXXX Site.com 0 0 You don't have the correct site publisher privileges for this operation Site : XXXXXXX, type: Site.com Community(db=C,api=ChatterNetworkPicasso)

What can I do to solve this problem and deploy the Site/Community successfully into the Production Instance.

Hello Deepak, thank you very much for your reply.

I already assumed it would  be a license related problem, but I was wondering how I was able to build the site.com community in the first place without having any site.com users at all.

How did you fix it ? I'm facing the same issue. I want to deploy my community from my sandbox to my production and I got this error message "You don't have the correct site publisher privileges for this operation". Do my client have to pay for extra licences ? 
I added permissions sets like : "Create And Set Up Communities" to my system admin, but the deploy always failing.
