How to populate a value from a custom setting field on to a field on the user object

When we create a 2 Field on the custom setting 1st field carries the value of the user record 2nd field carries the profile id when we enter the id of a specific profile and save the record then the 1st field value should populate on all user records under that profile. Can some one help me out with the code ?
