Outbound Message for Workflow in Developer edition giving (403) Forbidden Error

I am getting (403) Forbidden error  in outbound message. My endpoint url is RequestB.in.

As a result I am not getting a y reponse at my endpoint url:

I got this messsage few times. System.HttpResponse[Status=Forbidden, StatusCode=403]
It turned out the system was down for maintenance.  When I tried several hours later with same WFR it worked.
