Are Apex Classes available in the OEM Platform Edition?

Is there a way to emulate the OEM Platform Edition from within the Developer Platform?

So you can be assured that your code will not be in conflict with the more limited functionality of the OEM Platform Edition.

Is it possible to customize the platform interface to remove elements that will never pertain to our users?

1) Such as the plethora of elements displayed in the "Search" dropdown?

2) The various help options are also confusing our users. We would like to limit the help to our internally developed help.

Is it possible to do a look and feel skin for the OEM Edition?  We know that we can use Visualforce to re-design the entire site if we wish.  However we are looking for a less development intensive approach.

Ideally we could just submit a new CSS file similar to the old PRM functionality, that would be great!  

Is skinning the OEM platform possible without Visualforce?
