We have over 25 million contacts in our org and it is growing.  Also, there is a custom object which has one to many relationship with Contact.  The performance is degrading due to long running queries and we are looking for archival options.  We need the Contact and its related objects to be available in Salesforce on demand while archive when they are untouched for over a year.  Can anyone suggest the best option for such scenarios?

vs

List<Test__c> t = new List<Test__c>();
