how to set pick list values in ascending order in visual force page.?

I want these picklist values in ascending order.How to set picklist records in acending order ?Could you please help me on this ?

How to schedule a class base on fields called time 12am(check box) ,time 12pm(check box),time_6pm(check box),time 6am(check box)


Here there are 4 fields in a page ,if any check box enable based that time schedule class will run.
How to schedule a class base on fields called
time 12am(check box) ,
time 12pm(check box),
time_6pm(check box),
time 6am(check box)

and after selecting time it should take email template and send a email
