How to add button in utility bar in lightning as below

When i click on it, it has to open tab in lightning. There should not be  more steps like other utility items- It has to work as lightning button but placed in utility bar.

Please assist

I am not able to browse third party url in lightning component as it shows below error 

"The domain is not set in 'CSP trusted sites whitelist'

But I have added the third party url in CSP , please assist
