I am increasingly receiving this error when accessing web services

 The service will be unavailable for hours at a time then start working again.

Has anyone come across this?

I am getting this error so if any one has some idea  then please help me out.

I want to create some record inside my account , for that i need accountNumber
please help me out that how i can get this???

I need to   attach  or drop pdf from my .net web application to the sales force portal by using SOAP APi or REST Api
for that i guess I need to make a service call between salesforce and my web application , i am new to this .
please let me know where i can get the API or service to drop my pdf files to the salesforce portal.
