How to use picklist value in formula?

I have a picklist with values : 5%, 10%, 15%
And I want to use it in the formula field in percent format only like 5/100.
So please suggest what syntax should I write?

Validation rule that only record owner can edit record (except System Administrator)

I need a validation rule that only allows the owner of a record, or System Administrator, to edit the record.
