Javascript not getting included on inner VF page

I have a visualforce page displayed inside a visualforce page. I have included a javascript file on inner page and I am calling a of that javascript file from outside visualforce page. But at runtime when I see the page source the file is not getting loaded. Any gusses why is this happening.?

Does render functionality is supported in Salesorce1?

I am creating an application, where I have to populate values in picklist depending on value selected in previous picklist. For both picklist we are retriving values from SOQL. When I try to render 2nd picklist upon value selection in 1st picklist, my mobile browser hangs alsotried in Salesforce1 app,it also hangs. Please suggest .

Redirect one viusalforce page to another page automatically using javascript

Hi folks,
    Can anyone tell me how to redirect one visualforce page to another visualforce page automatically ?
below is my visualforce page :

My question is once the document is downloaded then it will automatically redirect to another page as mentioned above.
I have tried using action attribute,calling redirect method from constructor. but nothing happen.
Finally I got the idea is using javascript we can redirect automatically.
but it dosent work for me.

Someone please tell me what I have to modify.
